Power Bank DG Classification at a Glance
Before talking routing, it helps to understand why a power bank is treated differently from a mobile phone or a laptop:
- UN Number & PI: UN3480, PI965 Section II (standalone lithium battery, not packed with or inside equipment)
- Passenger aircraft: Fully prohibited — freighter DG capacity only
- Per-package limit: ≤ 10 kg under Section II; > 100 Wh requires airline special approval; > 160 Wh is banned from air
- 2026 IATA DGR 67 update: SOC ≤ 30% is now mandatory for UN3480 / PI965. Below 30% requires dual approval from country of origin and state of operator — previously this was only a recommendation
- Marking required: Class 9 label (diamond ≥ 100 mm), Lithium Battery Mark showing UN3480, “Cargo Aircraft Only” mark
- Essential paperwork: Dangerous Goods Packing Certificate (危包证) is non-negotiable; short-circuit declaration + loading diagram are reviewed closely, and physical carton inspection rate is high
These rules apply whether you depart from mainland China or from Hong Kong. The difference lies in how flexible the process is on the ground.
Departing from Mainland China
Mainland departures are possible from Guangzhou (CAN), Shenzhen (SZX), Beijing (PEK/PKX), Shanghai (PVG), Xiamen (XMN), Zhengzhou (CGO) and more. Guangzhou Baiyun is used here as the example.
Layer 1 — Core DG Technical Files (submitted before booking)
Airlines will not even allocate a DG slot without these:
- UN38.3 test report — issued by CNAS/CMA lab, covering the 8 required tests (temperature, vibration, shock, short circuit, drop, etc.). The 2026 edition adds a 3 m stack test. If a single package contains > 24 cells or > 12 batteries, a separate 1.2 m drop report is also required
- MSDS / SDS — GHS 16-section, bilingual CN/EN, stating battery type, rated Wh, SOC ≤ 30%, and emergency handling
- Air Transport Conditions Appraisal — issued by an CAAC-recognized body (e.g. Shanghai Institute of Chemical Industry / DGM), clearly stating UN3480 + Class 9 + freighter only, valid until Dec 31 of the year issued
- State of Charge record — 2026 DGR 67 hard line: SOC ≤ 30% for UN3480/PI965. Keep a screenshot or log before handover; airlines sample-check randomly
At CAN, China Southern (CZ) and international freighter carriers review these files before booking. No pre-audit, no slot.
Layer 2 — DG Declaration & Packing Files
- Dangerous Goods Packing Certificate (危包证) — applied at the factory’s local GACC office (e.g. Guangzhou or Huangpu GACC for Guangdong factories). The packaging factory first provides a Performance Certificate; then the Usage Appraisal is done, with an on-site customs check on label / UN number / gross weight / short-circuit proofing / SOC. Issued in ~2 working days
- DGD (Dangerous Goods Declaration) — shipper signed, showing UN3480 / Class 9 / PI965 / SOC ≤ 30% / battery qty
- Non-dangerous goods letter + shipper’s DG declaration — confirming no concealment, compliant packing, SOC compliant
- Packing self-check: Class 9 diamond ≥ 100 mm, Lithium Battery Mark (UN3480 present), CAO mark, ≤ 35 kg per box (freighter), individual cell insulation against short circuit
💡 The Packing Certificate step is where many Guangdong factories stall. Packaging performance comes from the box supplier; the usage appraisal is filed by the factory on Single Window, and customs inspects the 4 elements (DG label / proper shipping name / UN number / UN packaging mark) plus SOC and short-circuit proofing. Local agents around Nansha / Huangpu can assist if it’s your first run.
Layer 3 — Export Customs & Trade Documents
- Customs declaration, CI, PL, AWB (CI/PL must state UN3480, PI965, rated Wh, SOC, battery qty — writing “electronic products” gets the declaration rejected)
- Export instruction (shipper / consignee / notify / dims / carriage requirements)
- Contract / PO
- Brand authorization if branded goods
- Destination-specific certifications (e.g. ANVISA for Brazil, BIS for India, etc.)
Departing from Hong Kong
Hong Kong is the stronger option for most shippers, especially if your documentation is not 100% ready yet. EK, QR, ET, TK — the carriers you saw in our earlier freight ads — operate their DG desks out of HKG, and freighter frequency is higher than out of any single mainland airport.
The three-layer document structure mirrors the mainland, but the workflow is more flexible.
Layer 1 — Core DG Files (HKG Airline DG Desk Pre-audit)
Same set: UN38.3 (+ 1.2 m drop for standalone battery), MSDS, Appraisal, SOC record.
The HKG rhythm: EK/QR/ET/TK DG desks typically ask for the full set 3–5 working days before booking. No pre-audit, no slot — stricter than CAN on paper work, but agents can support you on incomplete files.
Layer 2 — DG Declaration & Packing (HACTL / Cathay Cargo Terminal)
- Packing Certificate — still required and issued by the factory’s local GACC (Dongguan / Shenzhen / Guangzhou / Foshan, etc.), not by Hong Kong Customs. “No Packing Cert needed if shipping from HK” is a common mistake. For UN3480 moving from mainland into HK then onto a plane, both the mainland export leg and the HK airline acceptance need the file, and the original Packing Cert must be scanned and handed to the HK forwarder for verification
- DGD — UN3480 / Class 9 / PI965 / SOC ≤ 30% / battery count
- Non-DG letter + shipper DG declaration — HAFFA template is standard in HK
- PI965 IA vs IB matters:
- IA (per box > 10 kg, or > 100 Wh / > 20 Wh per cell): UN II box mandatory, Class 9 + CAO + UN3480 (font > 12 mm)
- IB (per box ≤ 10 kg and ≤ 100 Wh / ≤ 20 Wh): ordinary box acceptable if 1.2 m drop passed, still needs Class 9 + CAO
- Lithium Battery Mark (UN3480) — 2026 onward the outer box must show rated Wh (HAFFA BP024 replaces BP023)
- ≤ 35 kg per box, individual cell insulation, palletized with corner protectors. HK terminals inspect “short-circuit + stacking” more tightly than CAN (HKCAD DG AC 3/2023 requires forwarders/airlines to spot-check whether undeclared PI965 is hidden inside PI967 shipments)
Layer 3 — Customs & Transship (Mainland → HK)
- Mainland leg: customs declaration out of Shenzhen / Dongguan into HK (9619 cross-border e-commerce or 0110 general trade, depending on value). CI/PL must again state UN3480 / PI965 / Wh / qty — “electronic products” gets rejected
- HK leg: HKIA does not run on the mainland customs system, but the AWB must tick “Dangerous Goods” + UN3480 + Class 9. HKCAD requires licensed agents to submit for audit 3–5 working days in advance; 100% inspection rate at terminal
- CI / PL / AWB / export instruction (shipper address can be c/o a HK company; consignee should not be c/o a non-HK entity)
Mainland Departure vs Hong Kong Departure — Which to Choose?
In theory both require the same document layers. In practice:
- Mainland departure expects the shipper to have all documents complete before the forwarder can move
- Hong Kong departure tolerates partial documentation on the shipper side — the agent can support with paperwork, and freighter options are wider (EK, QR, ET, TK, CX all run DG desks out of HKG)
